GREAT Initiative! Open Education Search: initiative supported by UNESCO

The Hewlett Foundation, ccLearn (Creative Commons' educational division) and Google are working together to build an open education web-scale search, part of a larger effort to offer web users simple, overarching mechanisms for discovering open educational resources (OERs).

This tool aims to direct search engine traffic to the incredible diversity of OER repositories and communities. While such a tool would not replace the more specialized and sophisticated search sites and portals that the community already uses, it would expose a much wider public to the community's materials.

UNESCO, partner of the Hewlett Foundation in the promotion of the open educational content movement, sees in this initiative an opportunity to encourage OER adoption and specify legal and technical conditions for making educational resources openly available.

ccLearn is coordinating the project by collecting URLs for all existing OER sites and online materials. This collection of URLs will be available to anyone who wants it - either to build a new service, repository or portal, or to improve the reach of an existing site. In classic OER manner, the partners wish to pool the shared knowledge and resources, and provide the resulting collection of URLs as a free "kernel" that anyone can use.

The goal of this project is to increase the visibility and traffic to all specialized OER repositories. Web-scale search will increase awareness and utilization of OER by directing interested users to existing sites more successfully.

This project is therefore an important step for achieving large-scale access to and use of open educational resources.

FECONE-Project: Creating value for Learners

It is good to see that pedagogy is focussed again. I think this project is an escellent example of how reflective learning can be build into content development and quality strategies.

------

The project is based on the premises that learning is socially and culturally bounded and that the success of e-learning is highly related not just to the availability and the affordances of technology but also to the learning dispositions of the learners (i.e. the internalised social and cultural ways of valuing, engaging in and exploiting new learning), as well as the socio-cultural relevance of e-learning contents and pedagogies. The latter have not as of today received the attention they deserve in order to facilitate the operational transformation of the notion of e-learning from a “global” all-encompassing level to “glocal” ones, which are anticipated to be more relevant for the e-learners’ needs and requirements.

The specific focus of the Fe-ConE project is on e-learning contents; important questions that we seek to address are: How e-learning contents can be conceptualised given the transformative potentials of ICT in relation to education, training and life long learning? What are the challenges for designing e-learning contents that are inclusive (i.e. bias-free, socio-culturally sensitive, pedagogically flexible, customisable, and accessible)? What may be the implications in the design, diffusion and adoption of e-learning contents when taking into account the commonalities and differences in traditional and emerging learning dispositions across different European education and training systems and lifelong learning practices?

The Fe-ConE project at the current phase of its implementation is seeking to bring together experts, practitioners and interested individuals in a discussion/reflection forum which is anticipated to support the identification and deeper understanding of key factors and wider trends that may have an impact on the conceptualisation, design, evaluation, adoption and diffusion of quality e-learning contents across Europe. Focus areas of particular interest are: course contents and learning platforms, pedagogical methodologies, technologies and requirements for organizational change, and inclusive e-learning content development guidelines under the scope of pedagogy, instructional design and socio-cultural relevancy.

Approach

The approach being followed in Fe-ConE is grounded on a reflective methodology which integrates aspects of evaluation, development and transfer of knowledge.

The project design comprises of four interrelated stages. The first sets up an informal reflection forum –which will evolve into a Community of Practice of content developers, the second aims at the review of existing e-learning resources and mapping of socio-cultural factors which are in turn validated with individuals engaged in the process of e-learning (users) in seven national contexts and leads to the development of the e-contents decision making tool.

The fourth stage concerns the testing of OS-based scenarios and that of the e-learning content tool for relevancy with end-users.

The research context is the European e-learning setting with a particular focus on the less-active in the e-learning practices regions of Europe (national context of Greece, Italy, Poland, Spain and Lithuania), and reference point one of the most active e-learning national context (The Netherlands).
The target groups that will benefit directly from the proposed activity are: learners of e-learning schemes and, indirectly, stakeholders such as policy makers and e-learning facilitators will benefit as well.
PROMOTION OF THE USE OF INFORMATION AND COMMUNICATION TECHNOLOGY IN SCIENCE AND ENGINEERING...

I just found a very interesting UNESCO initiative which we will now try to set up cooperations with and link it to our recently granted DAAD fund for organising eLearning workshops in the east African Region.
Here some more info:

----------------------------

http://www.avlc-science.org/new/promotions.htm
Since 2002, UNESCO has actively pursued two cross-cutting theme programmes whose objectives are to engage all the disciplines under the organization’s mandate in order to address pressing global problems. One of the themes is the eradication of extreme poverty and another is the use of Information and Communication Technology (ICT) in the promotion of science, culture and education. This website is on a programme that falls under the second theme.

The central activity of this programme is to train university staff to enable them convert lecture notes to e-learning format and hence improve on the quality of science and engineering education. In this connection, UNESCO adopted a multi-stage approach in which a needs assessment covering five East African universities was done and areas that needed attention were identified - chief of these being training in e-content development.

Various e-content training programme approaches have been mounted. First, a detailed e-content training curriculum was developed and used during training of trainers workshops. Other activities include facilitating the trained staff to organise national training programmes, and providing some of them with grants to develop e-learning materials in various subjects in science and engineering. This website gives highlights on these activities.

The project is build around:
1. Information services on European and Latin American excellence, R&D actors, projects, results
2. Collaboration services that will facilitate the aggregation of research actors around specific themes and the preparation of collaboration projects
3. Three research conferences in Brazil, Argentina and Mexico and a final Conference in Brussels
4. An open consultation process that will lead to a consensus-based roadmap for future R&D in an LA-EU collaboration perspective
